To date there is no sign in three academic and research libraries in Kuwait of using any system to facilitate the transmission process for Electronic Document Delivery, despite these libraries depending on the Inter-Library Loan service to cover the huge shortage in their collections. Therefore, the purpose of this study was to investigate the barriers that inhibited these libraries from implementing electronic systems to enhance the above service. A case study was conducted to examine the availability of relevant technology and personnel with appropriate expertise. Data collection tools included: observation, document analysis, questionnaires and interviews. According to the findings, there are several of barriers that hindered these libraries from adopting new technologies to develop their services. However, the major factors are a need for understanding the importance of the resource sharing concept, familiarity and confidence in using IT, through having intensive courses, and serious initiatives to overcome the shortage of professional staff. 104 pp. Englisch.
