Both questionnaires and interview were used as instruments of data collection. The results reveal that the practice of training needs assessment was done rarely in the organization, the process of setting training objectives was not participative and hence there was a limited opportunity that they can be equally understood by all, most of the training and capacity building programs offered so far were mainly focused on short-term trainings and less emphasis was given to on-the-job training methods, keeping records of various training programs was not practiced in the organization. 52 pp. Englisch.
