This work presents the social and political issues behind proposals for an independent local television service using cable and low-powered transmitters. The Institute of Local Television began research into local TV after the publication of the 1988 white paper, "Broadcasting in the '90s: Competition, Choice and Quality". The UK cable industry is 85 per cent North American owned. Policy favouring the market over regulation was compromised to encourage these companies to take on cable. Pressure from investors pushed aside the Macdonald Committee recommendations to establish an open and unrestricted market in telecommunications and cable television. The price of US and Canadian involvement was control of both cable networks and the channels they would deliver.
