She was clandestinely sent by the CIA to investigate Locke after he had purchased a LiNb03 crystal, which is the key component of his human machine. That crystal is on a watch list homeland security monitors. Locke is infatuated with Karlota. He then builds a female human machine whom Karlota names, Carla.
