In case of an American vessel, bound on a coasting voyage from Buffalo to Detroit, and forced by stress of weather on the Canadian shore, where she was wrecked, it was decided by the Department that the merchandise recovered from the wreck was entitled to free entry, on being returned to the United States, on satisfactory proof that the articles of foreign origin composing her cargo had once paid duty in the United States, and that she was bound in good faith on a coasting voyage, with no intention of touching at a foreign port of destination. ART. 161. The Department has authorized the admission, free of duty, of old copper taken from the bottom of an American vessel compelled by marine disaster to repair in a foreign port, regarding it as properly appertaining to her apparel; the United States consul at the foreign port certifying as to the facts. A 0 t July 1, ART. 162. Coal brought into the United States by vessels 1838. . . . propelled III whole or in part by steam may be retained on board, and the vessel may proceed with said coal to a foreign port without landing the same, or any part thereof, in the United States; but if landed in the United States, it will be liable to duty; and if warehoused, and exported thence under bond, the bond cannot be cancelled on proof of its consumption on board the vessel, but only on proof of its due landing, in good faith, without the limits of the United States. ART. 163. Coal imported and landed in the United States fot the use of a steamship, or other vessel, cannot be admitted free of duty on the ground that, in a certain contingency provided by law, such ship or vessel may be incorporated into the naval force of the Union; there being no legal authority to exempt the article. . .
