BACKGROUND In the early 1970 s, a report by the Presidents National Commission on Fire Prevention and Control entitled America Burning presented a dismal assess-ment of fire safety in the United States. The report found that nearly 12, 000 citizens and 250 firefighters were lost to fire annually, in addition to approxi-mately 300, 000 injuries. In response to the report, Congress created the USFA and the National Fire Academy. The USFA, housed within the Federal Emergency Management Agency ( FEMA ) and located in Emmitsburg, Maryland, is charged with help-ing to prevent and control fire-related losses.
