He was a Republican who served in the Ohio House of Representatives, State Senate, and the U. S. House of Representatives. In the U.S. House, he led opposition to U.S. involvement in the Vietnam War. Whalen authored two books with his wife Barbara. The first, "The Longest Debate: A Legislative History of the 1964 Civil Rights Act", chronicled the process behind the passage of the Civil Rights Act. The second, "The Fighting McCooks - America's Famous Fighting Family", discussed a family with a long military history. The true story of America's famous fighting family. In this compelling narrative, former Congressman Charles Whalen and his wife, Barbara, meticulously follow the Fighting McCooks across forty-six battlefields vividly describing their heroic and patriotic feats. In 1790 when George McCook emigrated from Northern Ireland and settled in the Ohio Valley, little did he know that when Civil War erupted in 1861, his three sons and fourteen grandsons would become famous as "The Fighting McCooks." From the first shot fired in the Civil War to the last, the Fighting McCooks were an ever-present force on the battlefield, in Washington, and beyond. Their lives were intimately intertwined with the most powerful men of the time, including President Lincoln, Secretary of War Edwin Stanton, and General Ulysses S. Grant. But the McCooks were just as comfortable on the front line of battle fighting shoulder to shoulder with their compatriots. Heroic and bold, they fought on forty-six battlefields. No major battle took place in the western theater of war that did not include at least one of the seventeen Fighting McCooks. When war broke out, the McCooks were as diverse as any large family and nearly all were college educated. They were doctors, lawyers, businessmen, politicians, and judges. Two were West Point and Naval Academy graduates. Yet they all had a common thread, they were determined to save the Union. In their quest, three became major generals, three brigadier generals, one naval lieutenant, four surgeons, two colonels, one major, one lieutenant, one private, and one chaplain. Four gave their lives. From Wikipedia: The Fighting McCooks were members of a family of Ohioans who reached prominence as officers in the Union Army during the American Civil War. Two brothers, Daniel and John McCook, and thirteen of their sons were involved in the army, making the family one of the most prolific in American military history. Six of the McCooks reached the rank of brigadier general or higher. Several family members were killed in action or died from their wounds. Following the war, several others reached high political offices, including governorships and diplomatic posts. Daniel McCook, a Canonsburg, Pennsylvania, attorney, had moved to eastern Ohio in 1826, settling in Carrollton. His younger brother John also soon moved to the Buckeye State. Their clans would become affectionately known as the "Tribe of Dan" and the "Tribe of John." Yet another brother, Dr. George McCook (1795-1873), and his son Dr. George Latimer McCook (1824-1874) served as unpaid surgeons during the Civil War, the latter serving under George B. McClellan during the Peninsula Campaign. Their father, another George McCook (1752-1822), had emigrated from Armoy, Ulster to Pennsylvania and had fought in the Whiskey Rebellion. Daniel McCook's house in Carrollton, Ohio, is preserved as a museum. McCook Field, a former air station near Dayton, Ohio (1917-1927), was named in honor of the Fighting McCooks. A granite memorial to Daniel McCook, Jr. is at the Kennesaw Mountain National Battlefield, and a marker to his father is located on State Route 124, near Buffington Island in the Ohio River. McCook Field, the experimental station of the Aviation Section, U.S. Signal Corps and its successor the United States Army Air Service, located in Dayton, Ohio was named for the McCooks. It was operated from 1917 to 1927 before it was moved north to a larger facility at Wilbur Wright Field, that later became Wright-Patterson Air Force Base.
