This book expands "The Oil Security System - An Oil Import Policy for the United States," a study completed for the Center for Naval Analyses (CNA) by the authors in May 1974. In the CNA study, the authors concentrated on demonstrating that a set of policies they called the Oil Security System might simultaneously render oil embargoes of the United States useless and save U.S. consumers billions of dollars in coming years. This book introduces a number of extensions of the Oil Security System not found in the earlier study. While the CNA study was directed primarily at an audience of policy makers, in this book, the authors try to reach a mixed audience of economists and noneconomists. Also, the more important questions the authors have had to answer in seminars and discussions about their proposals are repeated and answered.
