EXCERPT: Preface - During the past decade, Canadian political science has enjoyed a period of great productivity, yet the central focus of study has tended to be on federal institutions and politics. It is understandable that the national government should be subjected to scrutiny first; nevertheless, it is rather surprising that provincial universities have failed to do much research or provide many courses on the provinces in which they are located. As with the writing of history in Canada, political science has had until now a centralist orientation. Incursions into the field of provincial government and politics have not been extensive. The time would now seem propitious for charting new pathways for the study of government and politics in this country. Although there is much still to be done on federal politics and government and on federal-provincial relations, the basic literature for courses on these subjects has be now been largely developed. Considerable resources are therefore available for research and writing on provincial affairs, and the need to satisfy the rising demands for information on provincial government has become increasingly pressing. The post-war period, the period of the major development of political science in Canada, which was paralleled by the dominance of the central government, has now passed. A new focus of research and teaching must be adopted to reflect the changed situation. From a purely pragmatic viewpoint, it is now necessary to give recognition to the increasing stature of the provinces by attempting to provide a basic reservoir of resource material on provincial government and politics as a basis for offering more courses on the subject, and thus attracting more students and teachers into it as a field of scholarly study and research. With this view in mind, this book is offered to students and teachers as a text for courses on provincial government, and as a supplementary text for general courses on Canadian government . . .
