Taken this stand, for as a learned Amerlcan historian has well said: The germs of parliamentary constitutions are to be found in the forests oi ancient Germany. The Roman lawmakers found in Ger many a new theory oi the State. The Teuton does not derive law directly from the will of the nation. He claims for himself an in born right, which the State must protect, but which it does not create, and for which he is ready to fight against the world. This innate feeling crops out again and again in our national develop ment, as I shall attempt to show in the following historical Sketch, though very incompletely. For the deeds oi our German ancestors are hidden in the dust oi time. Angle - American historians have mar veled at this; thus Bancroft says of the Germans in America: Neither they nor their descendants have laid claim to all that is their due. It has been said that this may be attributable partly to language, partly to race-instincts and hereditary tendencies. Quiet in their tastes, deeply absorbed in the peaceful avocations oi life. Undemonstrative to the verge oi diffidence, without clannish propen sitites, they have permitted their more aggressive neighbors to deny them a proper place even on the historic page. It has been frequently pointed out, that preceding the first suc cessini colony (which arrived in Philadelphia ou October 6, from which we usually date German colonization in our land many Germans had visited our shores.
