Chairman Williams. Good morning. I call to order this hearing of the Labor-Management Relations Subcommittee. Today, we meet on old business. The legislation before us is H. R. 5 and is identical to the legislation passed last year by the House of Representatives. The Democratic House leadership is in support of this legislation, and I expect that the House will again pass this bill. Everyone understands the need for both labor and management to develop new cooperative relationships. The Secretary of Labor, who will be our first witness today, has both written and spoken about the need to invest in the workforce, the need to build trust between labor and management, and to encourage participation by both sides. Restoring faith in collective bargaining is an essential part of reshaping a new workplace. Cooperation, trust, and a willingness to participate cannot be imposed from above; it comes from fair treatment, from fairness, balance, and reason. Workers today, frankly, believe that the deck is stacked against them. Repeatedly in recent years, the have reported that when the workplace issues get difficult, their insistences are relegated to the back of the bus. If they dont like whats happening, they say, they can either withhold their labor, a cherished American right, or they can surrender; and if they choose the former, they will likely lose their job. I commend the initiative of President Clinton and Secretary Reich in establishing the Commission on the Future of Worker-Management Relations.
