As repression exercised by a series of military governments increased in Guatemala, a guerrilla movement in the highlands -- home of the Mayas -- threatened to engulf the entire country. In response the government developed a strategic plan that involved the destruction or repression of Maya villages believed to be supporting the guerrillas. This counterinsurgency war, which began in the late 1970s, eliminated 440 Maya communities, killed tens of thousands of civilians, and caused hundreds of thousands to flee for their lives.
