From the day of his starting the Secret Service in 1909, however, until his death in 1923, he kept a secret diary, to which Judd has been given unprecedented access. The fact that neither the diary nor other papers Judd draws upon are unlikely ever to be made public makes this, therefore, not only the definitive account of the early M16 but also the most remarkable biography of the season. Cumming was a retired naval officer of fifty with an active career - including motor racing - behind him, when he was invited to form the Secret Service. At first he had no staff and subsidised operations from his own pocket, mounting them himself with disguise and swordstick. From these unlikely beginnings grew a sophisticated organisation that ran extensive spy networks behind German lines during the First World War and later intervened in Soviet Russia with telling effect. His legacy included not only an ethos that survives within the Secret Service to this day but the use by all his successors of his green ink and famous 'C' signature, as well as a reputation for eccentricity and flair gained by such antics as his sticking paper knives in his wooden leg and travelling the corridors of Whitehall on a scooter.
