Excerpt from The Regional Project in Secondary Education: Evaluation of a Program Cooperative Curriculum Development The decision of the people of the United States that all youth shall have opportunity for a high school education has posed many problems, none more critical than those pertaining to curriculum and instruction. Progress has been made in identifying the aims and purposes of public high schools; less progress, in determining the means of achieving these goals. Much relevant research has been done, not alone by professional educators, but also by those in related disciplines such as psychology and educational sociology. Yet, research findings and expert opinions, incomplete and imperfect as they are, are not affecting high school practices to the extent that they should. In some high schools, teachers are still trying to do for all American youth what was done fifty years ago to equip them for college and university. In other high schools, changes in curriculum and instruction have been made, but programs are not well coordinated, graduates of average ability are not adequately prepared either for effective living at once or for further study in higher institutions, slow students drop out from sheer neglect, and few brilliant students are challenged in accordance with their potentialities. Obviously, modifications in curriculum and in instruction are called for, and improvement is certainly possible. The method of improvement by administrative dictate and fiat has been wholly unsuccessful. The most promising procedure seems to be one in which teachers cooperate with their administrative superiors and with outside experts to develop a more fruitful curriculum. In such cooperative enterprises teachers enjoy the benefits of widely differing viewpoints, have a part in arriving at decisions as to content and method, and assume responsibility for carrying these decisions into effective action. Many such cooperative projects have been attempted; but in few of them has there been careful evaluation of the results. In the present monograph the author describes fully and assesses a program of cooperative curriculum development in a number of California high schools. While in the initial plans no provisions were made to collect evidence for a final evaluation, certain items in the operational plan have been used as evaluative criteria, in order to assay the changes which occurred in participating schools.
