Some say this legislation was procured surreptitiously and criminally. However this may be, it is at least certain that the real character of the legislation was unknown to a majority of those responsible for it, including the President himself, General Grant, who approved the act. Neither gold nor silver was then in circulation - paper currency being the almost exclusive circulating medium - and it was sometime before the legislation in question attracted public attention and concern. The financial question in this country had previously been; not how to reduce our money supply, but rather how sufficiently and legitimately to increase it. in order to keep pace with our rapid development and growing commerce. It was far from the minds of the masses to imagine that silver would be demonetized, and it was correspondingly difficult afterwards for them to believe that it had been done.
