Para defender sus intereses comerciales, los mercaderes de la Edad Media se habían organizado en asociaciones, corporaciones o universidades, presididas por uno o más cónsules. Estas instituciones, los consulados, adquirieron con el tiempo el derecho de regular sus propias relaciones como verdaderos tribunales para asuntos mercantiles. La primera prueba documental de la existencia del Consulado de Burgos data de 1379 pero su jurisdicción no fue plenamente reconocida hasta 1494, durante el reinado de los Reyes Católicos. Desde entonces, a lo largo del siglo XVI y con una administración muy sencilla, el Consulado de Burgos ejerció su jurisdicción con poder, por ejemplo para fletar naves, hacer préstamos a la monarquía o redactar ordenanzas. La promulgación del Código de Comercio de 1829 trasladó sus funciones a los tribunales ordinarios de comercio, poniendo fin a una historia de casi quinientos años. Este facsímil, encuadernado en tela con estampaciones en granate y oro, reproduce la mejor obra existente sobre esta institución: "Las Ordenanzas del Consulado de Burgos", de Eloy García de Quevedo (1538). La obra incluye asimismo las "Ordenanzas del prior y cónsul de Burgos" de 1572 y "Las nuevas ordenanzas" de 1766.
