He was to cleave to the rulers of Rome as a mighty support against the ill-will of the people, and that ill-will must be gradually subdued by seemingly harmless concessions, or suppressed by ruthless violence. This policy, cold and heartless as fate, he pursued from the very first moment of his victory throughout the thirty-four years of his reign. Even in the first confusion consequent upon the conquest of the Temple Mount, he did not lose his presence of mind and ordered his satellite Costobar to watch the exits of Jerusalem and to seize all fugitives.
