Experts from 21 countries and the UN discussed penal theories and their relation to human rights. As the protection of human rights is one of the states' most important tasks, penal theories are supposed to focus on human rights as well. Therefore, death penalty, as a governnmental measure, proves unjustifiable. This collection of articles contains contributions of the members of the German delegation. The articles deal with the 'defence of human rights' theory, criminal penalty law and questions of substantive criminal law, and concentrate particulary on the influence of European and international law on the German national law.
