Excerpt from Second Annual Report of the Superintendent of State Prisons of the State of New York, 1879 The report of the physician refers to the elevated location, the good 'drainage, the pure air, the generous diet and the judicious employment of the prisoners, as causes for their remarkable exemption from acute, epidemic and zymotic diseases. These conditions have also lessened or arrested the progress of chronic diseases, especially those of a pul monary character. These considerations furnish an additional reason for continuing the policy of transferring infirm prisoners from Auburn and Sing Sing. The constantly increasing number of convicts which now crowd our state prisons makes it incumbent upon me to call your attention tothe fact, and to recommend that some provision be made to provide addi tional prison room. Besides the large number of convicts now held in our three prisons, nearly 800 felons are confined in the different county penitentiaries, where they are supported by the state. The proposed increase can be accomplished either by erecting a new prison, or by enlarging one of the present prisons. Although the question of build ing a new prison has been agitated for several years, nothing has yet been accomplished, but the fact that public attention has been directed to the subject, as well as the question of economy, have led me to con sider the feasibility of enlarging one of the present prisons. At Sing Sing and Auburn the buildings are so located that they could not be increased in size without serious inconvenience in their management, as, in my judgment, they have now a capacity as large as can be sus tained with a proper regard to economy.
