Hard-core cartels are the most egregious violations of competition law. What are the most appropriate tools to fight them? In this book, the OECD identifies an increasingly successful "carrot-and-stick" approach - applying stiffer punishment for cartel operators and enhancing programmes aimed at rewarding cartel members who decide to defect and co-operate with the authorities. This book contributes to the existing knowledge about the extent of cartels' overcharges and other harm to businesses and consumers worldwide, and sheds light on new and effective "leniency programmes," as well as on optimal sanctions in cartel cases.Taal: Engels;Afmetingen: 5x234x156 mm;Gewicht: 167,00 gram;Verschijningsdatum: juni 2002;ISBN10: 9264197354;ISBN13: 9789264197350; Engelstalig | Paperback | 2002.

Direct investment into North America was particularly hard hit, whereas flows from OECD countries toward developing and emerging economies held up well. The first article in this year's International Investment Perspectives analyses the trends. Russia has so far not received much investment beyond the energy sectors. This edition releases the findings of an OECD Investment Policy Review of Russia, which notes an improvement of the country's investment climate, but concludes that more should be done. Priority areas include a relaxation of remaining obstacles to FDI, policy coherence, privatisation policies and the fight against corruption. An article reviews ASEAN countries' experience with luring investors by means of special incentives. It concludes that investment incentives may have proliferated in the region, but that they have not become more generous. It casts doubt on whether such policies have produced sufficient benefits to justify their budgetary costs. Regional and bilateral investment agreements have proliferated over the last decade, raising questions about the mutual consistency of commitments. The present issue includes two articles examining aspects of this, namely the overall relationship between international investment agreements and the challenges that may arise when countries are party to several agreements including most-favoured nation treatment clauses.Taal: Engels;Afmetingen: 10x229x152 mm;Gewicht: 263,00 gram;Verschijningsdatum: september 2004;ISBN10: 926401649X;ISBN13: 9789264016491; Engelstalig | Paperback | 2004.

Over the past few years Russia has enjoyed steady economic growth. However, the engines of growth remain over-concentrated in a handful of industries whose success depends mainly on the export of raw commodities. In order to achieve sustainable long-term growth, Russia needs to diversify its economic activities. Boosting innovation should be a central objective of a diversification strategy. Better connecting the strong Russian science base to market dynamics is the single most important way to accelerate the development of knowledge-intensive activities. Fostering Public-Private Partnership for Innovation in Russia assesses strengths and weaknesses of the Russian innovation system, with a focus on industry-science relationships. Based on an assessment of current policy initiatives, it formulates concrete policy recommendations to improve such relationships, especially through public-private partnerships.
